You can attune this horseshoe-shaped whistle to a willing beast through the otherwise normal process of attunement. While the beast is attuned, anyone who uses their action to blow the whistle will teleport the beast to an unoccupied, safe space within 30 feet of them. The beast chooses the space. The beast only appears if it is willing and it would be able to travel to that space through normal means if given enough time. A riding horse cannot be teleported across the sea, for example.
