You conjure a small black cloud over a point in range which persists for the duration. The cloud is dispersed by strong winds. Any creature which starts its turn in a 20-foot-tall, 5-foot radius cylindrical area under the cloud—or passes through this area on its turn—must make a Dexterity saving throw to dodge a small thunderbolt. On a failed save, the target takes 2d8 lightning damage and its remaining movement for the turn is reduced by 10 feet.
While this spell persists, on each of your turns you can use your bonus action to move the cloud up to 10 feet.
Upcast. You can upcast this spell by expending extra magic points when you cast it. For every 2 extra points, add 1d8 lightning damage.
