2-point evocation
Casting time:  1 action
Range:  60 feet
Components:  V, S
Duration:  Concentration, up to 1 minute

You conjure a small black cloud over a point in range which persists for the duration. The cloud is dispersed by strong winds. Any creature which starts its turn in a 20-foot-tall, 5-foot radius cylindrical area under the cloud—or passes through this area on its turn—must make a Dexterity saving throw to dodge a small thunderbolt. A creature has disadvantage on this save if it is soaked or wearing armor made of metal. On a failed save, the target takes 2d8 lightning damage.
     When your concentration on this spell ends, the cloud falls in a burst of rain. Any creature directly under it at this point becomes soaked.
     Upcast. You can upcast this spell by expending extra magic points when you cast it.  For every 2 extra points, add 1d8 lightning damage.

     At Higher Levels. If you cast this spell using a spell slot of 2nd level or higher, add 1d8 lightning damage for every slot level above 1st.
