A roll of parchment imbued with combat knowledge, a tiger scroll is often the prized possession of martial arts masters. You can read a tiger scroll over the course of a short rest, which destroys the scroll and permanently imbues you with the knowledge of a pre-determined technique. The rarity of the scroll depends on what technique is taught: rare for a martial technique, very rare for a heroic technique, and legendary for a legendary technique.
You can use the technique as normal if you have sufficient stamina points. If you lack sufficient stamina points, you fail to learn the technique, and the scroll isn't destroyed.
