This weapon is notoriously wielded by high-ranking members of the Yiga clan, imbued with fierce magic and a vicious design intended to instill fear. You have a +1 bonus on weapon and damage rolls made with this magic scimitar. If you use it to make an attack against a surprised creature, you have advantage on the attack roll.
If you kill a creature or roll a natural 20 for your attack roll with this weapon, you can choose for this act to instill fear in your foes. All opposing creatures within 30 feet who can see you must succeed on a DC 15 Wisdom saving throw or become frightened of you for 1 minute. At the end of each of its turns, a creature can repeat this saving throw, ending the effect on itself on a success.
