Amphibious. The zora can breathe air and water.

Marine Movement. Swimming doesn't reduce the zora's remaining walking speed for the turn, and walking doesn't reduce its remaining swim speed for the turn.

Actions

Claws. Melee Ranged Attack: +4 to hit, reach 5 ft., one target. Hit: 4 (1d4 + 2) slashing damage.

Fire Bolt. Ranged Spell Attack: +3 to hit, range 120 ft., one target. Hit: 5 (1d10) fire damage.

Reactions

Dive Away (Recharges after a Rest). If the zora would be hit by an opportunity attack, this reaction forces that attack to miss instead.

“Members of the zora race who have turned hostile. They pop their heads out of the water and shoot beams or fireballs at passerby. Some walk in shallow water or on land.”
Encyclopedia

     See Zora (race).

A river zora, sometimes called a 'zola' or swamp zora, is a common sight in almost any shallow water in Hyrule. Despite the name, the amphibious river zora can thrive in either freshwater or saltwater.
Territorial Brutes. Almost anyone or anything that wanders too close to waters claimed by a river zora is liable to get a fire bolt flung their way. A river zora usually attacks with the intent to ward off unwanted company, rather than kill outright.
Mutual Distrust. After generations river zora have developed a strong wariness towards virtually all other humanoids. Likewise many hylians or even other zoras regard them as no different than moblins or other monsters.
     Environment: Coastal, Lake, Sea
